After a power outage the
i have encounter many of these issues with TVs going bad after a power outage which i something that can be complex. Actually almost all the TVs go through this issue sometimes in their life time.
What happens is that TVs have a circuit that controls the on/off phase; the circuit has resistors, diodes and capacitors to do the job. When there is a power surge, which is what happens when the power come back on, a diode, resistor or capacitor goes bad. Capacitors are the main ones that fail under a power surge/outage because they have a set of value assigned to them. The worst that can happens also is that a power transistor can go bad. The unit controls or regulate the power going in to the set.
So, if your TV does not turn on, turns but goes dean right after, or has the standby light flickering; you would need to have it check by a technician. On the other hand, you might want to check if its not just a reprogramming that the set needs.

Power button bilinking
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

If blinks continue without any pause, the main board is faulty.

What is the system restore and how can i replace it
system restore is usually a software function (although some devices have the ability to do a system restore from a button somewhere on the device - check / download your user manual for specific details.
As for replacing system restore, in short, you cannot. System restore takes an item back to factory state and even if you could you would not want to replace this.

Won't power on
Check the Mitsubishi TV error codes using the instructions on www.TvRepairKits.com . Look on the tips page. If its a steady blink its likely the blinking light of death issue. If its a 2-2 pattern its likely a convergenec failure. Both are failry easy

Where is the dm board for ws-55511 located
The dm power board is the small board shown in the illustration below it has the 7 capacitors on it and its located inside the metal box on the far left side of the TV when looking in the rear cover. The metal box stands up vertically

Colors out of focus
Its convergence and both chips need to be replaced and set adjusted with the Mitsubishi remote.Let me know what questions you have as I have repaired several hundred of these with convergence problems.

GET DIAGNOSTIC CODES
UNPLUG TV AND THEN PLUG BACK IN---TURN ON---GREEN POWER LIGHT COMES ON FOR A MOMENT AND GOES OFF. PRESS AND HOLD "device"(input) and "menu" buttons on front of tv for at least 5 seconds and then release both together. Watch for power light to blink in a sequence: 1 blink-then 2 blinks-------no error 2 blink-then 1 blink-------X-ray
protection 2 blink-then 2 blink-------SHORT PROTECTION******* 2 blink-then 3 blink---------deflection circuit problem 2 blink-then 4 blink---------vertical circuit problem ******2, then 2 is most common---usually means one of the fuses that protect the Convergence IC or IC's is blown---set will detect no voltage to convergence IC and shut down. SET WILL REPEAT BLINK ERROR CODE UP TO 5 TIMES AND THEN TO GET IT TO REPEAT MORE YOU HAVE TO UNPLUG SET AND TRY TO TURN ON AGAIN.

Green light flesing all the time no mater what i do
ONLY 1 of 2 things can cause this problem---- First thing to do is remove front speaker grill--it should pull out and is secured with plastic pegs--behind it you will find an inspection plate--- Notice the one or two pairs of wires coming from the front keyboard of the set---remove the inspection plate and follow the wires to the right--you can unplug both plugs(most have two and they are marked with letters and different s so you cannot get them wrong) The idea here is to remove the front keyboard with its reset button etc from the circuit---You will still be able to try to turn the set on with the remote--- These sets have a Receiver that is called a DM board--(large metal box to the left as you look from the back) and if the power goes out the green light will blink for about 70 seconds and then go out---it is the Receiver booting up. It is called the DM board. If disconnecting the keyboard allows the set to turn on--you have a bad reset switch and two choices---either operate the set only with the remote or to remove the front screen and get at the reset switch (it is tiny) and remove and/or replace it. If disconnecting the keyboard does not restore the set to operation---the receiver is bad---there are 4 or more caps and some pico fuses that can fail in that unit---Mitsubishi no longer sells or repairs these--if it is bad and not the caps there is a company you can send the unit to and have it repaired--if you need to know their name let me know--- You can call them and get a quote for repairing the receiver. Let me know what more information you need--I am here to help.There are kits for sale on the internet for this repair that include the 4 caps that fail and some pico fuses on the board in that unit.
