That sounds like an injector pump problem and not the switch.

The hazard lights are wired so they will flash when the hazard switch is on, regardless of whether the tractor is running. Assuming you have tried flicking the hazard light switch on and off, and the lights flash no matter what position it's in, then I think the hazard light switch is shorted. Pull one of the wires off the back of that switch to stop the flashing, then order a replacement switch - it's not an expensive part. Good luck!
