Do you have governor adjusted properly? Possibly "PidStu" question, but you'd be surprised how many I've seen. Can you move the governor linkage arm with your fingers or does it seem to be locked in position? If it is locked, it is adjusted improperly.

Remove the deck, Find the pattern of the belt direction on each pulley. While deck is removed check for sharpening blades and greasing spindles.

Go to a small engine shop and they will have what you need If possible take the old one on and even if its pulled apart they can give you a new one. Give them the make and horse power. There is a little steel some are plastic ring you have to take out to get the bulb out. I got mine with a small screwdriver. In putting the new one in make sure the area is clean and shove the new bulb in and put the ring over top and use a socket that will just slip in and tap it in as far as it will go.

When trying to start with a low battery the engine Sometimes will stop on the top of the firing stroke putting it under extreme compression..almost like being stuck..you must turn tne engine backward a little just enough to get it off the compresdion stroke then try and start..This very same no click no nothing even when jump start happened to my cub cadet this summer after trying to start with a low battery...i used a pipe wrench and turned the dry shaft back and it started..then and all summer...give it a try good luck..

Check the cable connection down near the engine, it should be attached to the throttle lever, it is not uncommon for the screws that clamp the cable to come loose

check that the float valve is closing fully may have dirt under seat.

An engine will idle too high because of : improper govenor setting, improper carb setting, intake leak, or missing carb throttle plate.

I would try and fill the case with 50 weight oil It might be low. The hose should come to the right side of the pully door on the middle of the tractor between your legs.

you should have some type of belt tensioner,most common type is a pulley with a spring to hold pressure on belt.Spring may be missing or stretched {2}belt could be stretched {3}pulleys may be out of alignment

Likely either the engine is flooded or low compression.

A simple go no go compression test is remove spark plug and press a thumb or finger firmly over the plug hole and crank engine. It should forcibly push your finger and make a loud PFFfft sound. No or little sound equals insufficient compression.

If the push rod was not bent, there was no reason to replace. If it was bent then I question how you set proper valve lash with new pushrod as the typical cause for a bent rod is a displaced valve guide.

If compression is OK then likely it's simply flooding and you have a carb float/inlet needle issue. Crank engine, remove plug and if it's saturated with fuel then it's flooded and a flooded engine will not fire, even with starter fluid.
