Sounds like you have thrown quite a bit of money at this problem. The most likely cause for your problem is a defective starter. There also could be a drag on the engine, can you rotate the engine by hand? If you can, your starter is bad, if you cannot, try removing the accessory drive belt and attempt to start it. The starter will likely cost between 75 and 125 dollars. It is very easy to change as there are but two bolts at the top of the starter that hold it in place. You will need the engine's model number and code. For example, model 28h552B1 code 12230, and call dealers nearby to see if anyone has a starter in stock. Pressure washer has gas in the air filter
Its getting too much fuel which could be caused by numerous issues. Have you let it sit unused for any duration of time? Possibly winter? Is the muffler clean so air can flow freely? Spark plug full of gas? Its most likely the float needle in the carb is sticking allowing to much fuel which in return starves the engine of air so that's why it runs with the filter off. More details from you and Ill tell you exactly whats wrong and how to fix it.

well i would take a long look at the spring which holds the tension pulley in place. if it is weak, or not connected correctly, there will be inadequate tension and the belt can come off. I would also take a look at whatever fasteners keep the deck in place as if it is not kept to the rear, there again will be too much play in the deck belt.

DO NOT run until you make repairs. It is very likely that there is gas in the oil. If this is the case then the problem is in the carburetor. The float and needle are not working properly, not closing the needle valve. You will need to take the carburetor off and fix it. With fuel in the carburetor, make note of the fuel level. Change the oil, the fuel in it acts like a thinner and also removes oil from critical surfaces. Remove the spark plug and turn the engine over several times to put oil back on critical surfaces that the fuel washed away. Replace spark plug and check the fuel tank. If the fuel level has remained stable then you can try to start it.

There is something in a wad! You cranked it up to warm up. You drove it to the crime scene. You first engaged the blade which was OK? Then released clutch to drive which, smokes the belt. Most interesting and perhaps you tried to cut some super thick grass at high driving speed with a low/dull blade and the belt just can't tolerate that combination.
