It won't power up
You need the HV splitter. You can leave a email at the following link state your model number and let them know you need a HV splitter. They will respond quickly to your inquirery and they will provide free tech support to explain how to change the part.

This is a classic symptom of a poor solder connection probably in the high voltage section. If you can solder, you can fix this yourself. Look for solder connections that appear grainy or have rings and resolder them. That should resolve the problem. If not, then we need to look for parts that are being effected by heat.

LED Blinking
Okay 2 blinks isnt a error code, so your set isnt shutting down due to a protection issue, so I would suspect one of the low voltage regulator transistors or the horizontal output transistor as being defective

That depends on which part you will end up needing, without troubleshooting the set there is no way to tell which part or parts are defective.
Soldering
Thats hard to say, most tv repair shops will want over a 100.00 just to come look at it. Then most of them wont do component level repairs they will insist that it needs a new Circuit board at around 400 to 600.00 would be the guess on a repair shops estimate.

No they will require soldering and unsoldering. TV turns off
does the led blink? If not try pushing input and menu both in together on the front panel and hold in for 8 seconds to see if the led will blink a two digit code.

How to disable parental lock
your owners manual has the procedure for overriding the parental lock so you can re-set it again. It is a little complicated and requires the pushing of a couple of keys at the same time. Look at your manual. If you don't have it, download it from the net.
