This fault is referred to as an East-West pin-cushion fault. Depending on the make and model, it can mean that some capacitor(s) have failed (dried-out) or a single medium power transistor or both in the pin-cushion correction circuit have failed.
In any event it isn't a very big problem to fix. A competent technician nearby ought to sort it out quickly. Also, if you area tech then please post additional information on the make and model and you'll get more technical data. Good luck.

This sounds like an effect called pincushion. Look under your tv options for an option called pincushion and try adjusting that.

This is the best solution for your problem as a 40 year experience with wires etc.
Go to the source of your cable signal connector .
Open it and clean the terminals with emery paper , sand the end of the cable shiny clean from corrosion , get a new barrel connectors with gold terminals if possible lengthen the ends of the cable , insert and tighten good, use thick rg-16 or rg 40 cable with good insulation ends crimped professionally with a crimpier or buy ready made , not from dollar store. Get a gold plated professional splitter if you need one or two , it will cost about 15 or more each . Make the cable runs as short as possible, using the thick good cables. If needed get a signal magnifier. From radio shack or the source etc. Connect them good and tight . Ground the splitters . Problem solved , you will get crystal clear channel 2 to 7 including 3 and 4 . Isolate the TV cable from other cables and power wires.

If it is an older model (i couldn't find anything on it either), it most likely does NOT have a QAM tuner. Be aware that only the "un-encrypted" cable channels will be free otherwise you will have to buy or rent the digital box from the company to get the rest of the regular digital channels. The un-encrypted channels are like 71.2, 83.7 so you should know if you are getting those or not.

You have a bad capacitor off the vertical output I.C..Find the pin off the I.C. that represents the out of the I.C. If you have a capacitor checker, you can check the ESR(equivalant series resistance) to see if it reads high.Look on the internet for a schematic,this will show which pin of the vertical I.C. is output,and the cap. that leads off it..
Advent ht3251a wont turn on
working on same model same symtons,pluged sys into a vareact tv came on normal,problem gone.set works ok when plug into ac outlet.can,t say what cause problem,set work ok now without veriact.will air test three days to see if probem returns.will try freez spay on chips.

talked to repairman will cost more to fix by a sears repairman than worth saw answer to what it was on your site thx might try to talk to another repairman before abandoning

It seems it's one of those "vintage" sets. I don't imagine that the problem is very major since such (older) sets are known to develop bad joints, especially around the larger components (funny, sounds just like a problem that humans have). It might not be necessary to replace the LOPT. Just resolder as many joints as you can see. Usually the ones reponsible for arcing will leave visible signs of burn. The acrid smell you detected was probably ozone (given off when high voltage ionizes oxygen in the air). Good luck, if you haven't already solved the problem.

What is the circuit designation of the part in question? It should be marked on the board as Rxxx or FBxxx. Post that here. That should allow us to identify what it is at the very least.
