Can bad T-Con board cause Samsung TV to flicker off and on?

I think an LED problem is more likely. The LED strips are usually powered by a driver circuit on the power supply board. You can check this with a bright flashlight shining on the front of the display at about a 20° angle from parallel to the display. If you can see the picture or the menu with the flashlight beam during the "dark" period, the problem is NOT likely to be the T-Con board. You can also look at the back of the set with the cover removed - most sets have a number of vent holes in the back plate through which the backlight can be seen when it is on. If these holes go dark when the TV goes black, the backlight is being turned off. When the screen is lit, take a picture quickly and look for dark spots. Maybe one of the LEDs has a partial short that shuts down the LED power and triggers a retry cycle. If so, after a while it will burn out and then the entire LED strip will be inoperative.

How do you remove the power supply board from a Samsung QN65Q6DRAF ? They are not held on by screws but by a device that looks like you may lift it and then move the board to the left?

Newer Samsung sets don't use screws for the back or to hold the boards in, you will see slides on the top of the board, pull up on the board( lightly) and slide the board out.

On Samsung TV's it's normal for the backlights to come on if the connector going to the main is disconnected, on most other makes this isn't the case however. This tells two things, the backlights themselves are working and the hot side of the power board is working plus the inverter, it sounds like you have main board issues, and it will need replacing, it's been the EEPROM that fails on this model, and it has the exact symptom you're seeing. Both parts can be purchased at shopjimmy.com, naturally the IC will be cheaper but replacing it involves advanced soldering skills and the equipment to do it so replacing the board may be your best best
