I have worked on similar units like this in the past and in my experience the problem is almost always the data running between the motor and the control panel.
As a safety mechanism , when the control panel loses "communication' with the motor , it shuts down the unit to prevent a runaway treadmill.
If you are able to open the unit up and check all the connections from the motor to the control panel , this would probably be your best bet. The connectors are probably male-female type and this can easily disconnect if a bad connector was used or because of vibration. It could also be the magnetic rev-counter but this is not as likely.
As the unit is new, I would just take it back to the store , as this will be covered by the warranty. If you bought it without warranty or second hand , I would open it up , check the connections are secure and possibly replace the magnetic counter. If this is not the problem , there is probably a hardware error in the circuits of the control panel.
