Under side. There is a lone bolt under the blade

Are you sure you have the blade on the right way or the right blade for the mower?

My money is on a partial blockage of the main jet or the passageway to it. You're having to force it to run through the idle jet by fully choking the incoming air. There's not enough gas coming in with the choke open to allow it to run. I'm thiniking total carb disassembly, carb cleaner and an air compressor combined with a ton of patience will take care of the issue.

if its a briggs and stratton engine with the plastic carb fixed to top of the fuel tank then you will need to replace the diaphragm and blow out the fuel pick up pipe

what do you mean adjust the blade????? the blades are bolted tightly to the blade boss/spindle. what are you trying to adjust?

Take fuel bowl off the carb and clean the needle valve that is actually the bolt that holds the bowl on. That could be your main trouble

Pistons rings are shot. Needs major repairs I am afraid.

There may still be oil in the cylinder

Cyl. Head Bolts torque 200in.lbs 16.5ft.lbs 22.5Nm

It sounds like you may have a cracked float in the carburetor. It surges and when the float is saturated, it stops. If you don't feel comfortable putting in a rebuild kit, you may need to to take it to a small engine repair place.

Gap should be set at .030
