Getting free downloads of symmentec antivirus
It seems to me that you do not need them. If you have no Internet connection by YOUR choice, how are you going to get viruses on a PC isolated from Internet. Oh yes, your colleagues. Lock you computer with a password and disable the AUTORUN feature of the CD-ROM. Don't let anyone touch it without you being present.

renewal from Symantec or buy new version, not recommended to ignore to many bad virus out there to kill your computer

Is your antivirus updated? Always make sure to update your antivirus.
Use a clean PC and download a virus removal tool for the specific virus that infected your PC at http://www.symantec.com/norton/security_response/removaltools.jsp
Put your virus removal tool (or tools) into a CD or USB thumbdrive then insert it into your infected PC's USB port.
Commonly, you can boot via Safe Mode:
- press F8 key on your keyboard while the computer is booting
- then in the boot menu, select "Safe Mode"
- browse to your CD or USB drive and run the virus removal tool.
However, it is much more advisable to use a live CD tool like MiniPE and scan your PC to remove the viruses.

Norton anti virus
Yes it will becasuse it uses alot of resources on your computer like the RAM and other process, but that's ok if you want a good anti virus you can just remove unnecessary program to free some RAM or upgrade your RAM..

From the sounds of your issue, it may be that you have malware or a Trojan. You can run a scan using this free malware/antivirus protection. I am not sure which antivirus you are currently using but this one is free and has excellent reviews. You will need to uninstall your current antivirus protection first before installing this one.
Malware/Trojans can disable your antivirus programs and make it look like everything is running smoothly. By running a complete scan with another program, you can get the malware out. Even the best antivirus can be disabled.
