Try the spring on the governor. sounds like it's not hooked up, or extremely week. I rebuild and sell these all winter. I've had it happen a few times. Runs really good! but, will ruin the motor running over speed like that. There are adjustments- some have the spring on a long flange of metal so it can be bent backwards to add tension- it doesn't take much! If the motor starts to rev up and down and up and down, add a hair more tension. It there is too much tension it will stall out when you hit heavy snow.

Yes, you have a shear pin and that is probably the problem...
The shear pin often will not fall out and look like a normal piece but in fact be broken...
The shear pin usually is in the main shaft from the transmission to the auger drive...
Some are right on the auger its self...look around you will find it...

Can you pull start it? If so,you may need a new starter gear,about $30,they're plastic & wear out.

Snow is melting on the engine and causing the spark wiring and/or magneto to short out...
Stop blowing snow and run the engine at a fast idle for awhile to dry off the motor...then it will work again..

then you need to see if the belt is still in one piece... then inspect what else would cause this issue

The little fingers on the Starter mechanism may be stuck and not expanding. The Starter mechanism my need to be taken off, cleaned and lubricated
