I test timers.
4-6% arrive defective >>> and most last less than a year. But some last a long time.

Plug-in timers are made cheaper today.
Inside the timer is small clock motor that rotates plastic gears that rotate time dial.
Plastic arm rides along the time dial.
When segments or pins are up-or-out, plastic arm moves back-n-forth and opens and closes electrical contacts.

If motor is not able to turn the dial, then motor is overheating and is in downward spiral.
They don't make replacement motors for inexpensive plug-in timers.
So you need a new timer.

Timer has segments located around dial.
Lift segments up or push segments down to set on-off times
To set current time, rotate dial until current time lines up with arrowhead located on inner dial

Are you talking about raising and lowering the segments?

There are segments located around edge of dial.
Each segment represents 1 hour
Timer arrives with segments pushed down.
To set timer, raise the segments up for all times you want timer OFF
Leave segments down for times you want the timer ON.

Intermatic TN300 timer is same as Woods 59200 timer
Timers are sold under different brands and numbers depending on who is packaging and marketing the product.

Rotate dial to set current time, when plugged in, dial rotates
48 segments located on dial; each segment is 1/2 hour. Push segment down like piano key.
Segment pulled up = lights OFF
Segment down = lights ON
Override switch on top of timer.
For programs to operate, move switch to Timer ON

Plug lamp into timer.
Turn lamp ON
Plug timer into wall

Plug it in, press the button once for set, press again until you reach the number of hours (say 6) after dark you want it it on. Take note that when you set it, the light will be on.
