59200 is analog timer with moving parts including motor, switch and contacts.

I test timers. Some timers make noise, and some are quieter.
When a timer goes bad that I bought from local store, I buy another one and return defective one in new package.

Digital timers make no noise, except humming sound, and click when contacts are activated sometimes.

It depends on wattage being controlled.

You posted under Woods 59200 timer which is a lightweight table lamp timer.

I suggest more robust 110V Intermatic HB113C appliance timer.

The segments lift up as you discovered.
Lift up about 10 consecutive segments and then manually rotate timer dial and watch when lamp turns on-off.
I think the problem you describe results from lifting only one segment, instead of all segments between the on-off times.

The dial rotates as time passes, and pins-tabs push tiny switch one direction or other direction, and switch turns light on-off.

Manually rotate timer dial clockwise to watch lamp turn on-off.
Notice also that timer has switch located on top.
Move switch into one position and manually rotate dial again.

This will tell you how to set timer switch and segments.
To set current time, rotate dial until current time lines up with arrowhead located on inner dial.
Dial rotates as time passes, and segments click a switch back and forth that turns circuit on-off.

Push in all pins for the duration that you want your lights to come on. For the timer to control, switch should be on "timer". For constant on, switch should be on "outlet".
