It's not a hardware issue, you have bad LED backlights...VERY common failure on this and most model TV's

No it will not be the tcon board clicking and if you see the logo that board is working. Your going to need to get some voltage readings from the power board and see if it's working ok for starters. Next would be unplug the backlight connector and see if the sound goes away, if it does you have bad backlights and I think this will be the issue

The back light and the LED and the screen went bad and should be replaced.

Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. This model set had defective LED lamps from the factory and only lasted 1000 plus hrs...You can get lamps that will last from shopjimmy that will fix the issue for about $60 with shipping. Its not a hard job changing them, just takes some patience and care when handling the screen as it's extremely fragile on most lower price sets.

Unplug the TV's power cord and hold the power button directly on the tv ,keep holding it for 20 secs or so then let the tv sit unplugged for a couple of minutes before you try it again.

Let me be sure I understand this, you have 2.7 vdc when the connector is going to the main and nothing when it's unhooked? or is it the other way around?

Are you able to get some voltage measurements?

Chances are your LED backlights are defective

Try removing the battery in the remote. If it stops happening, you need to buy a new remote. If it not, the control electronics is messing up.

Sounds like a backlight problem, repair shop time.

This model had a lot of backlight issues with the lamp strips being bad, order a new set and install them and it will work again, but be careful handling the panel, it's VERY fragile

Why did you replace the power board for an overheating or fault protection issue? The "let's try changing this part" system of repair never works. Diagnose with all your test equipment, consult with service specs, speak to the manufacturer in China, and replace the one part that needs replacing.
