Press AC first, then hold down the RATE SET % button for 2 seconds, then input the rate and press RATE SET % button again

I can't see a listing for that error on the 400 but it usually refers to a full journal memory on other models. Check your manual for the procedure to reset the electronic journal (maybe called EJ). You won't lose any programming or daily sales report info by resetting/ clearing the EJ so give it a try

I see this as having 2 options. a. buying the parts ..which shipping could eat up any savings or reasonable cost. b. purchase a second-hand one and use the roll arms from it.
