The problem with laying down a fridge or freezer is the compressor lubricating oil can leave the compressor and enter the refrigerator tubing. It is best practice to allow these appliances to stand upright for a period before switching on to allow the oil to run back into the compressor. Look to see if you have ice build up on the back panel of your freezer on the inside. If you do, chances are something in defrost cycle has failed. If you don't, you'll need to see if the compressor is running. Either way, you'll probably need someone to come out and look at it.
