That is a software issue. You might want to contact Dell to see if they have a remedy. Could be that the driver you are using is not compatible with current OS. Chem them out since they have good customer service.

Color shows greenish tint

Try a different video cable or make a careful inspection of the pins in the video connectors. Look for bent or missing pins. Your missing a color channel.

What does it mean when it says No VGA Cable

"No VGA Cable" typically means that the monitor does not include a VGA cable, which is the cable you need to connect it to your computer and get it to display properly. You will have to use/buy your own VGA cable to get the monitor to work properly.

I turned the computer on,

The problem is a defective inverter board that energizes the back lights behind the screen, cause by bad capacitors. The inverter board must be replaced or an attempt made to repair the original one.

There was a bursting noise when it was switched on

I would unplug it right away, the power supply sections are running 24/7 when its plugged in even when the monitor is OFF.
You will have to look inside and do the troubleshooting if you are going to DIY repair. Look for burnt/blown parts.

I have a Dell IN1910N

Does it do the same when it is hooked up to another PC? The video cable is OK? This is quite new monitor and should be under warranty if it is the monitor problem.

Is it still under warranty? To have it repaired by the shop will be too expensive.
You need to open it up at this point.

Dell monitor can not on. after pressing on button

Usually it's electrolytic capacitors' problem inside the monitor. In case you can use soldering tools you can handle it. Open the monitor's case and locate near the power supply socket the capacitors like these

Replace ALL of them with new ones. The cost isn't too much and you can find them at any electronics components shop at your area.

Monitor connected to laptop... In

You switch from your laptop monitor to an ancillary monitor using the Fn key functions.

Press the Fn key, while keeping it down, press the requisite number key which has a small
screen printed on it, to switch back, repeat. It acts like a toggle switch.
