I am unable to format a Sandisk SDHC card on
The problem is with the card, it may have been locked here is a diagram to show you the slide switch

Also each time you use the memory card it should be formatted, Format all new memory card to the camera it will be used in and each time you download the pictures to a computer format the memory card to provide a clean medium for additional picture files

On the side of the SDHC memory card is a sliding lock I have a diagram to show where this is and which direction to push the slider. Here is the diagram.

Also to make the SDHC work compatible with your camera you need to format the memory card. Each time you download the picture files the memory card needs to be formatted, never format in the computer and expect the card to work in the camera.
How do I format my SDHC card
First, you need to state the specific camera model, and also try to read the user's manual regarding on how to format your SDHC card properly. But most of the time it is simply done by inserting your SDHC card into your digital camera, switch it on. Go to the main menu then go to settings, and browse/scroll it until you find the option 'FORMAT MEMORY CARD'. Press okay and it will automatically format your SDHC memory card.

Insert the card into a compatible card reader, either built-in to the computer or attached via USB/FireWire. Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files.
