The make would help, but if it has a lang key it could be in the wrong language

It looks like it is not threaded correctly ribbon needs to be behind then in front of the carrier.

could be a loose or broken motor belt. Tab is mechanical so does not need power

you will have to contact the ,manufacturers spares or service agent for the brand but generally if a gear has stripped, it is cheaper to junk it and replace it with a new unit

ive seen this on several types of paper shredders , what usually happens is someone puts too large a load into its jaws and it tries but cannot shred it , theres sometimes a small pop out (protection) device by the power cord inlet (on case) and on others this (protection) device is on the inside of the case , requiring one to take it apart and replace it (if its on the inside its not resettable its only replaceable) hope this helps .

Paper shredders have a main switch and a couple of safety switches, the first of these is the one buried in the slot so the cutters are only moving when sheet paper is inserted and this switch has a very light return spring and flimsy linkage that easily jammed with paper scraps or easily displaced or sometimes it gets broken. The other switch prevents operation unless the unit is standing squarely on a container. Now my shredder is a few years old the unit has to be repositioned a couple of times before the latter switch engages. The units benefit from being taken apart periodically and the buildup of dust and paper sraps cleaned out and maybe a brief spray of a dry lubricant around the moving parts.
