You are attacking this back to front. The Universal Remote is irrelevant, it is all about the the television make NOT the remote. Not that anyone uses Universal Remotes any more! And they aren't 'access codes' they are Remote Codes. Have a read

The LED light is a standby light and is on all the time the set is powered on by its On switch.
All sets have Buttons on the set itself, they are either on the lower left or right edge, or the latest craze is to put them on an angled panel on the rear of the set.
If you have a smartphone, you can test the remote. Aim the front of the remote at the front facing selfie camera whilst in photo mode and press the On button on the remote. You should see a red flash on the phone screen.
Try a Power Reset. Remove the television wall plug for 5 minutes and then plug it back in.

You can try a power reset. Unplug from the mains wall socket for 15 minutes and plug back in. If it is IPTV, reboot the Router.

My normal response is no you can't. This is because mobile phones don't have an infra red transmitter. However there is one phone that does. Also if the television is a smart television, it can be controlled via the wifi connection.
A model and make would be helpful but considering 90% of the sets we see with a dark screen but has sound is defective backlights, I'd pull the panel out and get at the strips and test them
If you're having trouble getting your OTA channels to work on your ProView 3200 flat screen TV, there are a few things you can try:
