Reinstall Norton AntiVirus. If you have your key written down and the disc you are already good to go. If you do not have your key or don't want to type it in again, go to www.mynortonaccount.com (if you set up the account) and login. Step 1 . Turn off your computer.

No money No Norton. You have several antivirus software that are available for free. Try AVG, or AVAST. As to anti-spyware you have MalwareBytes Anti-malware. All the three software have free versions you can download.

Get the update from the Norton Update Center.

How long have you had this computer. Over time no matter what windows will slow down. Your best bet is to remove as many programs as you can from starting up when you boot the computer. This will speed up the boot time etc. Also I would need all the stats of the computer, but the sure fire way to get any computer running again is to back up all critical files and reformat and reinstall windows.
