How do i replace the video graphics card assuming that is the problem
Laptops use shared RAM (use part of the main RAM). The problem maybe the RAM, it is faulty or just needs reseating to make proper electrical contact. Reseat the RAM and then boot up your laptop. If it still does not boot up then remove the RAM module/s and take them to your friendly computer repair shop and get them to test the RAM for you.

If you get the logo screen on start up, then I would suspect corrupt files in windows, or a bad hard drive. Now if the computer shows a black screen on start up, you may have a bad inverter board. Hook up an external monitor to the video out on the back of the laptop if everything works then it is the LCD screen that has issues. If there is no change you have a motherboard problem.

In Windows 7 / Vista, you can use:
Control Panel -> Hardware and Sound -> View devices and printers -> Locate your drive and via the context menu, look at 'Properties'
Control Panel -> Device Manager -> Disk Drive -> select the drive and via the context menu, look at 'Properties'
The device name usually will tell you the manufacturer such as WDC or TSSCorp: just google the device model for more detail informations on the manufacturer and also find firmware updates.

First of all, you need to make sure your power adapter is providing enough power to both run the laptop & charge the battery. A very good way to do this is to compare your laptop voltage & ampere requirements (written on a sticker on the bottom of the laptop) with the voltage & ampere ratings of the power adapter. Voltages should be the same, or the power adapter's voltage about up to 0.5 volts more than the laptop's voltage rating. Amperage of the power adapter should be at least equal to or greater than the laptop's rating. It should never be less than the laptop's rating, or else the power adapter will be providing insufficient amperes to charge the battery. Of course, the power adapter's nominal amperage might be ok, but it degraded on usage. You can verify this by testing using a good or new power adapter.
If the battery did not charge using the new power adapter, take the battery off the laptop, & using a dry tooth brush, scrub in between the fins of the battery connector on the motherboard & on the battery it self, then put the battery back into the laptop & try again.
If this still did not resolve the problem, then the battery itself could be bad. Try it on another laptop, or try a good or new battery in your laptop.
If this did not work, there might be a possibility that the charging circuitry on the laptop's motherboard is defective & needs servicing. In order to do this, the laptop needs to be disassembled & the motherboard checked for defective/burned out components in the area near the DC jack. Any defective/burned out components found should be replaced, or you might need to replace the laptop's motherboard altogether.

did you buy the PC like that used and bad Wifi. ?
- the wifi card is missing, as was super common 10+ years ago.
- someone put in the wrong card, not from HP list
- HP blacklists (bios blocks) none HP cards (wifi)
- the card needs a driver to work if not it is dead or 1/2 dead.
- the PC needs 1 more driver to make the wifi buttons all work , all buttons related, if not they are dead or act odd.
- The OS is infected, no OS told at all, not one clue nor if upgraded the OS, and not vast drivers are wrong or missing, (classic)
Im sure this this is not the free w10 upgrade, if it was that too kills drivers dead, for sure HP told you this unstated PC will not run W10 and has zero support from HP, on w10 AS YOUR SUPPORT PAGE WILL DISCLOSE TO YOU AT HP.COM
