Well, you can order Recovery Disc from Samsung which can be used to restore the laptop to factory settings.

If you wanted, you can install an operating system on your own. You need to either buy a copy of Windows or download it. If you download a copy of Windows you need to burn it to a CD or USB. Then boot the laptop up into the USB or CD and it will install Windows. It will reset the computer to new but not exactly like it was when you purchased it. Why? Well, Samsung and other companies preload a lot of junk software into the laptops with the operating system. This is how the make extra money. That is one reason why I don't really use the factory recovery disk.

Try to restore the system by booting into safe mode and doing a system restore from the last time the laptop worked fine. It appears that a windows update was performed that may have caused the issue.

Before doing a hardware reset, please check this for me:

Start --> Run --> Type inetcpl.cpl

Inside of here:

Top right, click 'Connections'.

Towards the bottom of the box is a button that says: 'Lan Settings', click it.

Once this box opens up, check to make sure that the box that says: 'Use a Proxy Server for your LAN' does NOT have a check mark. I repeat, make sure that the box is NOT checked. If it is, uncheck it and press okay, then okay again.

Re-check your internet.

Check whether is there a device that is emitting ay magnetic field (like a sub woofer or a speaker or a radio) that is interrupting the graphis card.
try connecting an external monitor and check whether the same issue is happening so that you can confirm whether the issue is related to the LCD of the laptop or with the graphics card it self and replace the LCD or the motherboard (the graphics card will be integrated onto the motherbard) accordingly.

try doing a restore to when you last seen it

check mains lead and fuse pluse battry,try starting up with out the battry just the mains.

check your ram it could be faulty.or over heating,check and make sure your fan is running.if its the fan get a hoover and clean it out.
