Not making it on or out of standby---first place to look is the power supply for signs of damage or puffed up filter caps there.

This will require you have the newer remote to program this TV. The conventional ones purchased at discount stores rarely have these. Contact the Philips company about puchasing a universal remote. Emerson is under contract with Philips now!

there is a defective LCD internal control board. Check for all inputs, the same defect. If so need to replace a LCD control board

The repair of a deffect that you describe will likely cost close to the price of a new TV if a technician does it.

My suggestion is to make a picture and post the whole thing on eBay for sale.

If you are able to see image at all then power is OK and main board is also OK which leaves the video, which is one whole thing in the 19'' TVs and cost more than half of the whole TV.
