Try connecting it to a different laptop/desktop, to see if the flickering "follows" the monitor. If not, then the video-card in your computer is the problem -- try connecting another monitor to your computer, to see if the flickering still happens.

I'm not sure I totally understand the problem, but in general if you can't change to a higher resolution that indicates an issue with your video/graphics drivers rather than your monitor.
I'd try updating your graphics drivers (download the free program Speccy if you need help determining what video card you have) and then seeing if you can set your desired resolution after a reboot.

When you get color casting (red, blue, or green), first place to check will be the video cable and all the pins on both ends of the video cable. Try it on another PC as well to make sure it is not the PC problem.
