I've never seen or heard of a power supply unit (PSU) that has replaceable fuses or a circuit breaker. Usually, if they are working properly, they automatically reset and start up when any problem circuits are fixed (bad connections, overloaded, overheated, not connected). Usually, if it won't start, it is a bad PSU.If PSU, CPU, and case fans turn on, the PSU is working. One other thing is required: the POWERGOOD signal in the PSU turns on. When this signal is not on, it keeps the CPU in a constant reset state. It turns on only after all the PSU voltages reach their correct levels. For example, it is possible that the +12v works the fans OK, but if the +3v for the motherboard is out of range, the POWERGOOD signal will not go on.You can try another known good power supply to see if it works. If so, then you need a new PSU. If not, you've got to do full troubleshooting which requires experience.

Buy a Graphic Card PCI e x16 compatible. Install, Move the monitor cable to the new card connection and your good to go, with better graphics. If you haven't installed a Graphics Card before, do a little research. Unless you have a dedicated video card (which is NOT included on the stock model of this PC, you'd have had to have added it after buying) there isn't one. Check your TV for a VGA connection (a blue connector, like your monitor) and if it doesn't have one, you're out of luck.

F10 takes you to the bios settings. What happens if you press f8 repeatedly when it boots up? Is there an option for a recovery console?

I'm not sure I understand... Are you using a web-based email (such as Gmail/Yahoo, Gmail, etc.) or a designated email software (such as Outlook Express, Microsoft Outlook, Mozilla Thunderbird, etc.)??
In other words: Is the email icon a shortcut to a software or an internet page?

When you open IE, does it open normally?

you can either use the integrated OR the video card, CANNOT both at the same time.. You should buy a PCIe graphic card with dual output support.

3. and what else are you doing on your computer

1. getting better internet connection
2. Generally the connection over home wifi is slower than if you directly connect with lan cable

another thing to look for is the presense of viruses/adware/spyware on your computer.

40 mpbs is not that bad for email, unless you are trying to download a HUGE attachment which I guerss is not the case usually.

old PCs do that, for many reasons. but no PC told at all just HP. 40 years of PCs ,10000 + models nobody can guess ever. but I do have the answer, in pure generic form. did you buy the PC like that used and bad Wifi. ?

1. the wifi card is missing, as was super common 10+ years ago.
2. someone put in the wrong card, not from HP list
3. HP blacklists (bios blocks) none HP cards (wifi)
4. the card needs a driver to work if not it is dead or 1/2 dead.
5. the PC needs 1 more driver to make the wifi buttons all work , all buttons related, if not they are dead or act odd.
6. The OS is infected, no OS told at all, not one clue nor if upgraded the OS, and not vast drivers are wrong or missing, (classic)

Im sure this this is not the free w10 upgrade, if it was that too kills drivers dead, for sure HP told you this unstated PC will not run W10 and has zero support from HP, on w10 AS YOUR SUPPORT PAGE WILL DISCLOSE TO YOU AT HP.COM

bad news now your bricked it just like miillions did google bios update bricked my PC and cry. why are you here and not at HP.com only they can recover bios. they changed the rules now 10 time. so only they know this, and are pain to deal with. UEFI is the enemy here, new rule and regressive as can be. in fact all new PCs can not be regressed, and some old now they even delete the 20 version of bios there, to force that. not saying they did that to your PC, but keep that in your head on all HP PC. the last bios upgrade stated, no going back. the Cntrl_+B might work , the flashback bios trick\ in your manual if you read it.
