See if the hard drive is good, suggest you run the built in HP diagnostic tool to determine hardware issues. If the test has passed with flying colors, your hardware is ok. Then its software issue. This will generally be caused by one of two things.

Check all the connectors on the motherboard are good contact as they can half unplug in the case of a jolt stopping the system.

Go into your bios settings set the cd rom as first boot device save and exit. Computer will reboot place the new windows disk into your cd player if you are on time it will catch the new disk and tell you that thee is a bootable disk in th cd rom, do you wish to boot this disk. If you miss it just place the cd into the disk player and reboot the system again. Once you have selected yes for the cd rom follow the prompts on the cd and you will be on your way to even more frustration with windows. Hope this helps.

Assuming you don't already have a second drive with an OS loaded then you will just need a boot disk or a Windows XP installation disc. Install the drive and then insert the CD. Power the PC on with the disk in the drive an you should get a message to boot from CD, just answer yes (note: the PC may boot automatically off the CD). If this doesn't work then you will probably have to go into the bios and change the boot order to make the CD as the first boot source. Entering the bios is different on each PC so, you will just have to find out the key sequence, usual buttons are ESC, F2, or CTRL+DEL.

old PCs do that, for many reasons. but no PC told at all just HP. 40 years of PCs ,10000 + models nobody can guess ever. but I do have the answer, in pure generic form. did you buy the PC like that used and bad Wifi. ?

1. the wifi card is missing, as was super common 10+ years ago.
2. someone put in the wrong card, not from HP list
3. HP blacklists (bios blocks) none HP cards (wifi)
4. the card needs a driver to work if not it is dead or 1/2 dead.
5. the PC needs 1 more driver to make the wifi buttons all work , all buttons related, if not they are dead or act odd.
6. The OS is infected, no OS told at all, not one clue nor if upgraded the OS, and not vast drivers are wrong or missing, (classic)

bad news now your bricked it just like miillions did google bios update bricked my PC and cry. why are you here and not at HP.com only they can recover bios. they changed the rules now 10 time. so only they know this, and are pain to deal with.
