A friend has given me a Vivitar vivicam without SD

You can use any SD card up to 2GB in size, or any SDHC card up to 8GB in size.

Can't turn flash on

maybe you can find some hint in manual http://www.vivitar.com/files_products/21/VC5024%20User%20Manual.pdf If still can't turn it on following steps indicated on manual, your camera might have some technical failure. Should look for someone who can reapair it.

Can photo's from this camera be downloaded to a chromebook?

Sure, just plug it into the USB port with the patch cord that came with it and it will come up on screen to transfer the photos to wherever you wish on the computer.

Format memory images

Paul, You are using misleading words. You can format a memory card. And images can have a certain format, So I wonder what you mean. Your camera can use the following format to save images: 5M (2592x1944pixels 4:3), 3M (2048x1536pixels 4:3), 2M (1920x1080pixels 16:9 ) VGA (640x480pixels 4:3) To switch to another image format, press the Menu / OK button Press the up down button till you see resolution then again press Menu / OK with the up / down goto the format you want and press OK to confirm the selection. The manual does not say anything about formatting the memory card. If you want to format a new memory card, put it in an external memory card reader and conner it to the computer. Format with FAT32. But my guess is, when you insert a memory card in the camera, it will show CD card inserted. that is the moment the camera will format the camera. Success

If you are using a memory card, take no more pics until you've recovered the photos, take the card out of the camera. This is to reduce the chance of you overwriting some of your "lost" photos. There are many good freeware photo recovery software options that are available to help you recover your photos. This blog article reviews and outlines several of the better ones.

Consider NOT connecting your camera to your computer.The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as Picasa.

Make sure you're not in the macro mode. There's a slide switch on the end of the camera, near the USB socket. Make sure the switch is in the mountain position, not the flower. Also bear in mind that the flash is for still photos only, not for videos.
