Jim,Your thermostat has served you well and has earned its retirement! I could be a number of things from dusty contact to crack in the little curcuit board. In any case, not worth the frustration. A couple things to consider: If you are due for the furnace or boilers annual tune-up, discuss this with the technician. Sometimes they have discontinued units "kicking around" that are perfectly functional and MAYgive you a deal. In addition, (not knowing the complexity of your system heating AND cooling/baseboard or warm air, fuel type etc.) or your mechanical savvy, some t-stats can be quite daunting when faced several wire color combo and function options. This is also another good reason to consult your heating technician. A decent technician will not only encourage you to DIY if its an easy job, but also SHOW you why it isn't...not just babble techtalk at you. As far as the paint line problem, you can loosen the base plate of the t-stat and paint under it, or you can buy plates/rings to cover this at your local big box hardware in the heating aisle. Does the display seem a little dim? If so replace the batteries. Anything else may be a furnace issue not the thermostat. Look at the furnace and see if you can view any error codes on the circuit board
The thermostat don't work.I change the batteries
If this is new, check and see if any of the wires are touching each other. It could be your furnace. But 1st I would change out the thermostat. Thaey are $30 to $70 and it takes about 5 minutes to change one out.

Diagnostic: Set SYSTEM Switch to HEAT and raise
the setpoint above room temperature. Within a few
seconds the thermostat should make a soft click
sound. This sound usually indicates the thermostat
is operating properly. If the thermostat does not
click, try the reset operation. If the thermostat does not click after being reset contact your heating and cooling service person or place of purchase for a replacement. If the thermostat clicks, contact the furnace manufacturer or a service person to verify the heating is operating correctly.
