Singer 250 can not run 86 on 64 platform
There is an update to give an x64 driver for the Singer CE-250 that will let you run on an x64. With the sewing machine not connected to the computer, install the software that came with the machine. Click OK at all of the "cannot run x86 build on a 64-bit OS" messages. When it is done, install the software from
http://futura-support.com/products/ce-250/software . (The second one is for XP, Vista, and Win7 versions.) Accept the unverified driver (install anyway). After this completes, then connect the sewing machine to the USB port on the computer. Similar patches exist for the CE-200. I hope this helps. Machine sews for 1o seconds and stops
without seeing the machine, here are my suggestions
try a new needle
rethread the machine--make sure to use every thread guide
make sure the top thread does not come off the thread take up lever
clean under the needle plate and in the bobbin area for lint
make sure the bobbin is inserted correctly into the bobbin holder
make sure the thread is not caught on the spool pin
also could be a computer motherboard problem

I'm not sure what kind of support you need. However, I had this machine for several years, and I found that the best support I got was from Yahoo and Facebook user's groups.
What needles do I need
As above, your machine will work fine with either standard sewing machine needles or embroidery needles from Schmetz, Organ, or Singer, but most experienced users find they use standard sewing machine needles instead of embroidery needles which are much more expensive. The only difference is on embroidery needles the eye is slightly larger.
Now, as to your snapping thread! The needle is not usually the cause of that. Your problem is being caused by too much tension being applied to the thread BEFORE it goes into the thread path, or it can also be caused by aged thread. Even if you purchased it new, it could have been standing on the shelf for a while. Most experienced users don't put the thread on the provided spindle; instead, put it in a mug placed at the back of the machine away from the embroidery hoop, and then thread normally. If you have a CE-200, you will have an auxiliary silver thread holder at the back you can use before the thread enters the normal thread path. Also, try switching the thread (as well as the thread brand) you are using to test if the problem is the thread.
Why will the bobbin threader not turn?
I owned that fine machine for over 6 years, but that was common with that model (and many others), and what's happening is probably the clutch that turns off the needle action isn't engaging. Frankly, it's not worth making it work; it doesn't do a good job, and people have had threads wind around the inside of the hand wheel instead. I do a lot of troubleshooting on these machines, and I would say a great many problems are caused by poorly and/or loosely wound bobbins.
There are two easy solutions. Either buy professionally wound prewound bobbins--your bobbin is also called a Class A, by the way. The second is to purchase a bobbin winder for under $25 that does a much better job. For once thing, you can regulate the tension, and you can't on the Singer when bobbin winding. You can get them at WalMart online, and if you have it delivered either to a WalMart or to a FedEx facility like Kindo's, shipping is free.

E1 means that your machine thinks the thread has broken.
There's nothing you can do to fix this: it has to go to an authorised Singer Service Centre for diagnosis and repair. Usually it's a faulty thread sensor.

Where is the thread sensor
May I ask WHY you think your thread sensor needs replacing? You would need--and should have anyway--the service manual for your machine. As a positive first step, there are two FB groups that I think you might want to join; they have been there, and can give you good advice, and there is documentation for your machine in their Files sections. The first group is called Singer Futura Fans, and the second is called Futura Embroidery. It IS possible to replace it, but you would first need a parts number, and the Parts manual is in the Files section, as a start.
However, I'm not convinced you necessarily need to replace the sensor; members there can help you determine if you really need one, or the "thread broken" message has another cause.

This I do quit often, just pull the shirt away from under the foot as you go, pause the machine every now and then and readjust the position of the shirt, it is time consumming but it really works and using the correct stabilizer with spray on glue as well as the plastic stabilizer on tob, (pin this very tight on top of the shirt) you get a beautiful result.
