Loose Bobbin Case on Singer 4830
Your first step is to go to the Singer site and download your user manual -- it's available free. You need to check to make sure that you are inserting it properly in the first place. Please keep in mind that the bobbin does NOT turn--the thread unwinds from the stationery bobbin.
Next, I would manually sew using the hand wheel and no fabric with the needle plate off and observe what it's doing. You CAN replace the bobbin case if necessary.

How do i install the bobin on singer 4830c sewing
Inserting a bobbin Raise presser foot. Turn hand wheel toward you until needle is in its highest position. Open slide plate and remove empty bob bin. . Pull 4" (10 cm) of thread from replacement bobbin and insert bobbin into case as shown. . Holding bobbin in place guide thread into notch (
1 ) and then down the slot to the left and guide around into notch (
2).
. Draw several inches of thread diagonally across the bobbin toward the back of the machine. . While holding thread on outside, close the slide plate allowing thread to extend through the slot between the slide plate and needle plate.

The belt seems to be too loose
Belts on sewing machines have what is called a "tensioner." That is a piece--usually at the bottom of the belt--that has (generally) two screws, also generally Allen screws, that should be loosened, but not removed. Once loosened, you can increase the tension on the belt, but it should be adjusted JUST ENOUGH so that the teeth grab. Be very careful not to tighten too much; if you do, you can burn out a bearing over time.
