How can I find out if a White sewing machine model 599 will sew leather?
It depends on what you are sewing. If it's boots, shoes ,saddles, purses or heavy duty stuff like that I doubt it. But you could ask the manufacturer. On the other hand if you are sewing light weight skirts etc or using pleather, its not so much the machine but the needle which should be an 18 with heavy duty thread and a longer stitch.

You can probably find one (perhaps sites like eBay) where there are generic parts. Just be sure to make sure the plug on the machine matches the plug on the cord you purchase. There are multiple shapes and designs of plugs available, so compare the pictures with your machine.

Do you have manual for your machine? If so, does it specifically instruct disengaging the needle action by turning the inner wheel? Some machines disengage the needle when you flip up or press the bobbin winder. If your machine instructions include turning the inner wheel, be sure you are turning it "counter clockwise" to loosen. It could be that it is frozen. Of course, your machine probably needs lubrication but I doubt that will help with your particular issue. Perhaps applying heat from a handheld hairdryer to the wheel will help loosen it, or you need someone with more strength.
However, you can pick up a standalone bobbin winder (SideWinder) avlb at JoAnn's or Amazon for ~$30 that is either electric or battery operated. It's a handy little gadget since it allows you to quickly wind multiple bobbins at a time, saves wear and tear on your machine, plus allows bobbins to be wound without having to unthread the sewing machine.
