Hello,
I am assuming you are talking about the BIOS password which you must enter before the laptop even boots. One way to get past the password is to reset your CMOS battery by taking it out and then wait 10-25 seconds before putting it back in. After it is back in, plug the laptop back in and power up the computer. This should bypass the password. If this fails you can try removing the password using software which you can find here:

System cannot log in to my user account
In case you have problem with your pass restart your computer, log in as administrator (the
default pass is blank) and change your account's pass to a proper one, easy for you to remember.

Reset bios
If you want to keep your OS and data safe then they best way to fix this issue by taking the motherboard backup battery out and put it back using following steps:You need to open the lower black panel apart for this you can follow the online YouTube tutorials. Once panel is taken apart then you will see a small battery cell connected with 2 red and black wires via jack. Take this jack off to disconnect the battery for about 10 mins then put it back and try turning on your pc. This shall reset your BIOS passwords etc and then you would be able to login in to your PC.

Good observation on the external monitor piece. Check if the
notebook display works fine when you enter BIOS (F2 during start-up) or during
diagnostics (Fn+Power). If the issue persists on these steps then it's a faulty
LCD. Do keep me updated on the status.

Why my dell inspiron mini won't shutdown?
Ok here is the real fix from someone who had the exact same issue and now does not.... Disconnect cables ah what is that for advise if you dont know how to solve a problem then dont waste peoples time!!!!!
Type msconfig in the run box from the start menu, go to the tab that says "startup" point your mouse to the box that says BTMeter and click. This should remove the battery switch program from running while the OS is trying to shut down and should resolve your issue with the freeze up during normal shut down process. You do not need this program its just another "checks and measures" program Dell added in Windows already has this program built in and it works fine. Now when the PC starts back up a box will pop up stating you changed your start up applications just put a check in the little option that says "dont show me this again.

I'm suspecting that the mbr might be messed up or an important file was deleted from your system32 directory. Have you tried booting with a windows disc to maybe try to repair the installation?

They will verify ownership of the system and then provide information on resetting your bios password .If you are in the US the number to call is 1-800-624-9896.
