The head of the wand slides in and out water runs through it when the head is pulled out but will not run when the head is pushed in could it be clogged?

check that the plug is not too long and hitting on the piston next check the sump oil level as the oil sensor may be cutting of the spark

When you cleaned the carb did you clean the fuel jet that is in the carb. Quite often it is the screw that holds the fuel cup on the carb. If that little hole has any dirt in it the engine will not start or run.

Remove cover over starter pulley. Cord wraps around this. When cord is pulled, centrifugal force swings spring-loaded weights out, to engage the starter gear. Check that weights are releasing when not pulled. And that cord is still on pulley. May have wound off the side.
