It does not turn on
Possible that the motor is burned out.
However, I would see if the fan blades move by pushing them with your finger. If they do not move very easily, I would UNPLUG the fan and work some WD40 into the ends of the motor shaft to loosen them up.
If you are capable, you might want to clean the ON/OFF switch as they do get dirty.
Any cuts or breaks in the power cord? Blown fuse or circuit breaker?
SAFETY FIRST!! If you are not comfortable with electricity, do not attempt to clean the motor or switch.

Your fan model is HV-18-WR; I have 2 with the same problem. I can't find a source for DYE-3606 switches either. Here is one source for rotary switches; one might be suitable:

I can draw a diagram of how the existing switch is connected, but I don't know how that would translate to a replacement switch.
Lakewood mini tower fan model mtf-15. The oscillating fan stopped oscillating. How do you repair it?
Whether the fan has a dedicated oscillation motor or is driven by an extended shaft from the main motor, there is usually a button or switch to disengage the oscillating function. If this no longer has any effect the only cure is to dismantle the machine until the fault is discovered and then if a repair is possible - repair it...
Most domestic fans have no spare part support, mechanisms have a limited life and if "handyman" repairs aren't possible it is considered a throw-away item.
