By "powered off" can I assume you mean that it is plugged in and at idle, not cooking, just showing the clock?

If so, I'd say your control board is failing.

try to replace the keypad maybe it was corroded or spray a wd40 at the terminal going to board from keyboard.

With the symptoms you have, I would most strongly suspect a shorted high voltage rectifier diode or a bad magnetron.

The diode is a fairly cheap fix, and the mag will cost more.

There should be a "mini-manual" (tech sheet) hidden inside the unit behind the control panel or hidden on the left side behind the grille, which is very helpful when troubleshooting, testing, and locating components.

You will need to replace the Magnetron. this will restore the heating action in this unit.

After jiggling the lower burn element the oven heated up in the normal time. Perhaps a connection had come loose.

The turntable system consists of the motor, the coupler, the turntable support with rollers, and the tray.

You can see and hear a video of how a turntable motor should sound when you rotate it by hand.

If yours is not set to be off via the control panel, and it won't rotate or it sounds like it's grinding, etc., you may have a bad motor or plastic coupler.

To replace either, you need to unplug power, then remove the bottom cover of the oven.

Quite often this is due to a bad door switch. Opening the door while cooking (without first hitting the STOP pad) is the primary cause of door switch failure. It's probably not actually heating with the door open, but better safe than sorry!
