Your local Kenwood rep is correct for a couple of reasons:

1. The cost to modify your current radios to operate on the Italian band would be higher than the price of new radios.

2. Operating modified radios would be a violation of Italian laws.

First, clean all the connectors associated with this board. Over time they can get corrosion built up on them and they stop conducting. Use De-OXIT or Isopropyl alcohol to clean them. You may have to clean the deviation control on the board or replace C* and C10. I doubt if the microphone amplifier, Q1, is bad but if you can check the voltages around it, that might give you a clue. This problem shouldn't be too hard to fix as the rest of the radio is working. Yes, radio. Check your cable. Is it OEM? Try plugging it into the radio before launching the software. Then try after launching the software. Is it a USB or Serial cable? If serial, the USB adapters often do not work. I have one brand of radio where I need to restart the computer each time I program so it will read the Serial to USB correctly. Even then, I may need to go into device manager and enable/disable it 2-5 times. I do not know if the software is the latest, but if a radio is programmed with the newest software, you cannot go back to an older version 90% of the time.

There are a lot of programmable features on that radio. The radio may have a battery that is failing and that could emit a tone, it may have lost the programming that it was set to. Etc. The best bet would be to contact a dealer or service center.

Try opening it up carefully and checking for lose connections, especially the microphone. On second thought most radio communication devices don't allow you to do that so it may be difficult. To test and see if it's the microphone and not the transmitter circuit listen to another radio while you press the button if you hear static or a small pop that means it should be an easy fix if you can get inside. It may be an out of market radio, meaning from another country. Most cannot be programmed to USA frequencies. It may be a frequency not allowed in that model. You did not list a frequency, you have a Uhf radio, it can only be programmed for Uhf, business band channels and a few others, like manufacturing or shared emergency channels. more information please.
