Number of rings cs6829 of rings to change
Do you mean the VTech CS6829 cordless phone system? You can choose between 2 - 6 rings or toll saver. (Toll saver rings twice when new messages are on the answering system. If there are no new messages, it will ring 4 times.) To change the setting, press Menu (top right hand side of the buttons surrounding the volume buttons) on a handset when the system is in standby (no handsets in use for a call or accessing the system). Use the up and down arrows (volume) to reach the line labeled Answering sys. Press the Menu button to select this. Use the arrow keys to navigate to Ans sys setup and press Menu to select. Repeat the navigation to highlight and select # of rings. Repeat to highlight the desired number of rings and press Menu/Select to save your choice. You should hear a confirmation tone. Press Off/Cancel (the lower right hand button around the volume buttons) to exit the menu system.
The manual for the VTech CS6829 is available on the product page:
https://www.vtechphones.com/store/pd/2346/CS6829-Cordless-Answering-System-with-Caller-ID-Call-Waiting . The current link to the manual is
https://cdn-web.vtp-media.com/products/CS/CS6829/CS6829_UM_V5_20141205.pdf . See page 25 for the section on setting the number of rings.
I hope this helps.

My mickey mouse touchtone phone
This may be your lucky day :-) If your MM is an early ATC model, you might be able to just REVERSE the red and green wires on the jack or base cord. Usually, the touch tone pad will make a little pressing sound but no tone comes out. Early TT pads were polarity sensitive and that's what we used to restrict dialing (yeah, remember phones USED to be hardwired into the jacks). Anyway, try that first. If the pad is really dead, you can probably order a replacement one for about $20, the labor and instructions to replace it will probably double or triple that.
If you find that it is not just polarized, pry up the faceplate and read the number on the side of the tone pad and post it here. It's probably a 35xxxxEPG or A!. I think I have a couple of those and the wiring diagram here.
