My sciphone wont turn off
It's a bit confusing the way you have to put the SIM in hence the reason why it says emergency calls only. Here's how to put the SIM in, the trimmed triangle doesn't have to go inside as you would think.

Touchscreen on CECT Air Phone
this problem may not be the touch screen being locked but faulty as it is common. a faulty touch screen doesn't respond and may need replacement of the touch screen digitizer if simple servicing like cleaning fails. you may get a replacement digitizer

How do i subscribe GPRS
sir please call to the related simcard customer care and say the cellphone model number.and the phonenumber then they will send the gprs settings to your cellphone save the settings and switch off your cellphone and again switch on.then connect the data cable from phone to the computer for connecting the internet...........

Here's how to put the SIM in, the trimmed triangle doesn't have to go inside as you would think (on my SciPhone model I have to put both SIM cards facing down similar to second SIM in image below).

I had responded to you previously. What you need to do is to see if the problem is the AT&T SIM.
To do that, take your t-mobile SIM and put it in the CECT phone. I bet you get service.

My sciphone wont let me make calls and keeps
Make sure that the phone is seeing your network. If it isn't then go outside and try again. Get a signal then the phone should work.
If the network is showing but still saying emergency calls only then with the phone still on remove the battery. Place the battery back in the phone and power back up, this should solve the problem.
Did this take care of the problem? If not then you have a bad SIM card and must be replaced.

My sciphone i68 says emergency calls only when i try to use it
We had the same problem on both of our new sciphones. After long hours of research we finally found an easy solution to it so hope this helps.
1) Shut down your phone completely (you will know because a red sign will come up on your phone and you have to confirm that you are shutting it down).
2) Take our your battery and then your sim card
3) Make sure that your sim card is in the right way. (It has to be on the highest slot, not the one closest to the bottomof the phone, and the metal plates have to be facing down, or towards the phone).
4) Reinsert your battery and then start your phone up again
5) Go to restore factory settings and plug in the code 1122 when it asks for one. NOTE: Your phone will reboot, and when it turns on it should be okay.
We tried everything and this is the only thing that worked. We had t-mobile sim cards for both phones and it worked fine. Good luck!
