Flickering vizio
You may use 85 degree capacitors, but the life time will be short.
You may find the right capacitors from {Digi key} company.
My Vizio Vx42l LCD doesn't power up. No signs of
I wouldn't replace all the capacitors if none look bad. If you own a multi meter test the PSON (power switch on) terminal and see if you have voltage there, if you do it should change, either go higher or lower when you push the power button, if that happens then you have power board failure if not its in the main board.
Vizio logo does not light up amber when plugged in but turns white when power button is pressed. no picture or sound. Big Transformer on power board makes a light buz sound when plugged in also.
1. When the TV powered up, please measure the 24V, 12V & 5V are there, if one voltage is missing, you may have a defective power supply.
2. If the power supply lost the 24V source, you may unplug the power supply connector on both the inverter board, then power it up, if you got the 24V back, you do have a defective inverter board, you may unplug them one at a time to locate the bad one.
3. If the power supply & inverters are good, you may have a defective main board. The common problem on the main board is that a voltage regulator is bad, you may use your millimeter to measure them 1 x 1. The out put voltage (on the heat sync) should be 1.25V + the control voltage (Pin 1), for example: if the control pin voltage is 0, the output voltage should be 1.25V, if the control voltage is 2.05V, the output voltage should be 3.3V, if one of them is out of range, replace it, you may find the part from Digikey Co. The part number printed on the regulator is AMC1117.

TV is not working, nothing
Capacitors, in the power supply area. Just about all flat panel tvs use cheap Chinese made capacitors. They either dry up or short. Fix is simple, and tv will be working in no time. A special monitoring circuit checks "ready" voltage, and if it's not there, tv will not operate.
No picture no sound amber light on
There's no 3.2 v off U33 (main module) I wasn't able to find AMC1117, So I used a Radio shack LM317T. this supplies 3.3v to video processor and associated circuit. this won't blow fuse.
Sound but no picture
Dim the lights in the room, grab a bright flash light. Turn on the set and shine the light on the screen. Do you see a faint picture? If you do, you have a backlight problem. Let me know what you find
Is there a fuse
I take it you are referring to the power supply main fuse. It will be on the power supply board next to where the power cable plugs into the board. It should be a T6.3amp fuse if my memory serves me correctly. You will have to take the back cover off the TV set to access the power supply board.
Green dot screen
Check the connection cables from its T'Con board to panel for any loose. Re-seat them.
