Maybe it could be in cause of strange defects if you have service manual and all things measured do not use the new prints without heatsink it should allways on it if the same chipset is used if not modified , or you have bought a refurbished print because of the missing heatsink and metal cover?
I would just replace the TV, because any guess you make without the testing and equipment is just an expensive guess. New TV's are cheap by comparison. I have had a lot of TV'ds and the best do far is my Vizio 42 Inch LCD. 11 years old no issues.

You have to check other set-up codes said for your TV brand with this remote control. Check them. Then choose one code, that will give you maximum functionality with the set. This is the only way, and is true for any universal remote controls. It is a trial and error method. But, if the remote control is its original one, this probem will not be there. The code is 049 for my Sanyo TV
With my universal remote you hit the code search key until it lights up then you press and release the tv key
Then enter the three digit code and the indicator light turns off if you enter the wrong code the light will flash rapidly.
Aim the remote at your tv and press the on/off key. If your tv turns off you have found the right code.
Make sure you are connecting to the TV's audio-OUT jacks, not the audio-IN jacks. Also, check the TV options menu. Some TVs have a choice of internal or external speakers and you have to select one or the other; obviously, you would select "external".
On the soundbar make sure you have selected the correct input jack for the audio cable.
