One of 2 things happened here. Either your T-con board is defective and needs changed, or your Panel is defective and you need a new TV.

Why does my celcus tv 40 inch smell so bad.
There should be something burning inside the circuit board. Never use the TV for long time in this condition. It might cause more faults to occur. Contact any service technician, and rectify the problem as far as possible. Never switch ON it, unitil then.

No Power
sounds like more of the same..what else do you have on same circuit sounds like electric company due to incur some costs unfiltered power

No power on my Element FLX 3202
The fact that the light isn't on is a sign that you lost Standby Power. Most likely you have a fault with the power supply board.

Schematic
It's a pain on this set, ironically I just got finished repairing a backlight problem on this same set. If the pedestal is attached, you will have to remove those 4 bolts. Then there are 9 outer screws around the outer sides of the frame, remove them. Then there are 6 bolts towards the middle (in deep holes). You will also have to remove the plastic cover just above the video connections. This plastic cover is held on by two screws. Once you remove the screws to the cover, slide it down then lift off, it should come off. At this point the back cover should come off. To access the main board and the power supply/inverter, you will have to take the cover off the silver box. You will have to lift the silver box out of the TV but be careful, there are wires attached at the bottom.

Tv will not power up and the main fuse is good
you will need the have the set properly diagnosed. There are several reasons a TV will not power up. You could have a defective power supply, or a defective main board. But again you will need to get a proper diagnoses.

Need to program the remote to the tv
Direct Code Entry
- Press and hold the SETUP button until the red indicator stays on, then
release the SETUP button.
- Press and release the desired Mode button (TV, VCR, etc.). The red indicator
blinks, then stays lit.
- Enter the 4 digit code from the code tables. Note: after a valid code entry,
the red indicator turns off. For an invalid code, the red indicator flashes.
- With your device on, press CHANNEL UP. If the device responds, no further
programming is required. Note: If some buttons do not operate your device, try
one of the other codes for your brand.
Code SearchIf after trying "Direct Code Entry" your device does not respond, or if your
brand is not listed, try doing a search of the code library for your code by
following these steps.
- Manually turn on the device (TV, VCR, etc.) to be controlled.
- Press and hold the SETUP button until the red indicator stays on, then
release the SETUP button.
- Press and release the desired Mode button (TV, VCR, etc.). The red indicator
blinks once, then stays on.
- Press the CHANNEL UP button repeatedly (up to 300 times) until the device to
be controlled changes channel. The red indicator blinks, then stays lit.
- Press and release MUTE to install the code. The indicator light goes off.
Most users will want to store VCR codes under the VCR button, Cable codes
under CBL, etc. If you want to store a VCR code under CBL, etc., first follow
the procedure for Direct Code Entry and press CBL in step 2 of Direct Code
Entry, then enter ANY VCR code in step 3 of Direct Code Entry. Then follow the
steps above for Code Search.
