Most motors have a safety built into them. You have ether a bad switch or the motor is going out. When the motor gets hot a switch turns the motor off to keep it from catching fire.

The AC your landlord installed is rated at 8000 btu which is way too small for 900 sq ft. You need at least a 15000 Btu Air conditioner and a 'well insulated' house to be cool.
A good rule of thumb in the AC business says you need 1 ton (12000 btu) of Air conditioning for every 600 sq feet (if the house is well insulated) - if not - then you will need 1 ton (12000 btu) for every 400 sq feet.
So, if you have 900 sq feet and the house is well insulated you should have at least a 15000 btu unit.
If it's not well insulated you will need 24,000 btu.

Window AC units need to be leveled horizontally and slightly tilt back for proper drain purposes.

AC units don't need water, only evaporative coolers do.

The switch or knob for that burner is shot. to disconnect that burner first see if there is a fuse that goes to just that burner and take it out. That should stop any power to that burner. If not take the knob out and undo the wires to that switch and put electrical mar rets on the wire ends. Just as a precaution put electrical black tape on the outside of the mar rets to make sure they do not come off. DO NOT try to put these wires back on the switch.

The orifice is too large. Make sure it's the correct one and that it matches the old one. On occasion, the orifice that shows to be the correct one could be wrong and you'll need the original one to determine which one you need.
