Sadly, parts were never made available for this model of TalkAbout. And water/moisture is the enemy of any electronic item. Your best hope is to get the unit completely dried out. Remove the battery pack, and use a blow dryer on a low setting to dry the interior as best as you can. Then we have seen it recommended to lay the radio in dry rice or with silica gel packs to absorb any remaining moisture. When you feel you have done so, then try the radio again.
Even if you have success, keep in mind the radio will likely slowly grow corrosion and need to be replaced in the future.
Best regards.

Likely a low or bad battery. Exchange the battery with a known good unit to see if the problem stops. If so, replace the battery pack. If the problem persists you have a radio problem. This unit is not a repairable model. Sorry.
Best regards.

Here is a link to the user guide:
http://www.giantintl.com/RadioPDFs/Outdated%20Manuals/T59xx_User_Manual_E.pdf The frequency chart is located on pages 16-17.
We have looked through our 2003 sales documentation on these radios and there is no clear description of whether this radio is completely narrowband, or only narrowband on some channels. The channels labeled FRS are 'family radio service" channels and would all be narrowband. The GMRS frequencies (aka general mobile radio service frequencies) may or may not be narrowband. This is a one watt radio.
You can call Motorola at 800-422-4210 to ask more questions. Or stop by your local Motorola dealer and they should be able to quickly test the radio and tell you if it is operating on wide or narrowband on a particular channel.
Best regards.
