Although the manual says this model shouldn't have one, this one does. The flat perf metal plate goes at the bottom on the filter chamber. The top DOES have to be removed to put it in correctly and that was the problem. The plate had been removed during a prior dis-assembly and I'd forgotten exactly where it came from.
The filter itself fits over the perf metal plate, it's to keep birds and asphalt out of the blower 8-)
Now that the motor bearing are replaced ($5 for the bearings, $60 for a set of Torx and a bearing puller) later, it sounds much better. Of course it took awhile to find the bearing puller that will *just* slip under the bearing on teh short end. That armature is a bit close.

usually, by the time that a large clog has built up in the narrow neck behind the brushes,
that is easy to find when the cover plate is removed,
some has also got into the fan impeller,
not so easy to see
and restricts suction
the fan housing is held on the front of the fan & motor with clips, it disassembles easily and the lint and such can be flicked out of the impeller
then the exhaust of the motor to the bag can be likewise cleaned
On the top cover, there are holes at the front on both sides, there is a screw on each side in one of the holes. Take the out, and the cover should come off, then you can get to the brush roll and belt.
There are 2 screws on the top cover, remove those and the cover comes off, then you can get to the brush roll and belt. Inspect the brush roll, make sure the ends turn freely, if not, then replace it also.
On the top cover, one on each side will be a screw, take those out and the top cover should come off. While you have it off, check the brush roll to make sure it is turning freely, and replace the belt, they stretch after a short time and will give you problems.
not sure which filters you have ... i will assume you have a replacement cassette micron filter -- goes in the compartment on the front of the vacuum just lift up the handle on the compartment and swing upwards it will pull out like one large piece the filter is on the back. the cassette door will be hinged at the bottom so just pull firmly from the top and snap back in place after replacing the filter. Remove the base plate and remove the wheels and axle. Remove the hair and threads that was causing the wheel to lock up. You will need to use a box cutter or similar to remove the debris. Add a couple of drops of light machine oil and reassemble.

This can be because you need to adjust the tension or probably the pulley is no longer aligned. So find out if the shaft is no longer straight also if the belt requires tension.
