Yes, the power supply board(where the power cord's directly connected) has fuses. It is a multicolored or white ceramic fuse.

To check it on the power supply board, you have to take off the rear cover of your TV. Let the unit unplug from the outlet for 1 hour to drain the voltages from the board before you do the repair.

See the location of the fuses on the picture below.




Check its continuity using the multimeter. If you've found an open one, replace it with same current(ampere) rating that is printed on the fuse itself or on the board.

The first thing you should do is open it up and check for a blown fuse. I have serviced several LCD TVs with blown fuses on their powerboards, and I assume plasma TV's use conventional fuses as well.
You should be able to bring the fuse into radioshack for a replacement.
