Panasonic KX-TG2313 Cordless Phone Questions & Answers
How do I change the number of rings on this phone?
The KX-TG2313 isn't an answering machine. It will ring until you pick up, an answering machine or voicemail system picks up, or the caller hangs up.
To change the ring count, refer to the documentation for whatever answering machine or voicemail system you have on your phone line. If you require further assistance, please add a comment to this question and identify the answering machine or voicemail system.

Had the phone unstall for
In my Panasonic, there are instructions to re-register the handset. Basically, it involves going to register on the handset and then pressing the handset locator on the base until the light flashes, then press OK on the handset and let them find each other.

My cordless has a dial tone and I can make calls,
Some Panasonic cordless phones come with up to five handsets each will need to be properly adjusted. You may need to set the main handset to synchronize with the base unit plugged into the telephone wall jack and assign special configuration numbers to the other handsets in order to properly identify each one within a specified location. One handset left in the turned on mode may make it impossible to place calls with the any of the other handsets. This will continue until either the battery dies or fails on the handset or the phone is switched off and replaced in its charger for charging again. Synchronize the main handset by pressing the MENU button on the handset, then pressing the down button IN order to select the number you wish to assign to that handset. Repeating this process if you have already done so will greatly decrease the level of errors experienced with panasonic phones MORE USEFUL INFORMATION FOR ALL YOUR ELECTRONICS
When troubleshooting these units, there are always several variables to consider. First check to see what last occurred with the unit such as did the children play video games, did the electricity go out due to bad weather. You may see that there are many possibilities but let's focus on what occurred last to the unit. Once we determine what happened last, we may isolate the actual cause of the problem. The actual cause may be associated with projection issues, older versions (Picture tube), interference from devices located nearby, and even a radio turned on and located really close to your unit. This is normally known as electromagnetic interference to electronics and is very common with the error you have provided today. Please continue to look for anything EXTERNAL to the unit before looking at the internal components. I have been working on these a long time so feel free to follow up with me.

Can't press talk button and therefore can't get
If the button is physically there it may be that the contacts underneath are dirty. You can take the phone apart " usually pretty simple " and then clean the contacts where the buttons press with some rubbing alcohol, let it dry and re-assemble the phone. If the button is physically gone, missing, or damaged you may be better off buying a new phone.

Model#kx-tg6071b when talk button is
Press MENU, scroll down to INITIAL SETTINGS (press select), scroll down to REGISTRATION (press select), then select HS REGISTRATION, and follow the instructions on the handset screen. This is for the KX-TG6071B, but is similar for most Panasonic Cordless phones. That will link the handset to the base, and YOU MUST DO IT WITH EACH HANDSET.

No Link to Base
to re-register the phone, hold down the "handset locator" button on the base untill he "charge" light flashes. then, on the phone, hold down the flash/call waiting button until the LCD screen says "handset registering." if after it registers it says "error!!!" then retry. that is what it says in the instructional booklet, but i have not done this successfully. mine keeps saying error.
