Dictaphone foot pedal
It would be easier/cheaper to buy another foot pedal.
The older style had "leaf" switches in them and they are adjustable from below the foot control. There are 2 screws underneath each switch. Loosen up the one closer to the front of the pedal (just a little) and tighten the one in the back the same amount. This will raise the angle of the switch to make it more sensitive (lighter pressure to activate).

At times companies that produce devices like this tend not to put the manual online and efforts to try to get it through some other users upload might be difficult as well. The solution is for you to simply just disassemble the device and try to locate the fried regulator.
That way, you will be able to solve the problem, The moment you disassemble the device, you will be able to detect where the problem is from and know how to solve the problem from there.
Most times, the service manual just do not give prescription and direction on how to repair problems like this as the kind of solution the proffer there are basically common problem that requires just pressing just one button or the other on the device.
Try to disassemble it, that way you will be able to diagnose, detect and fix the problem as the case may apply. But if you do not want to disassemble it, you can get it to a repairman to have it checked and fixed for you in order to save you the expense of a guess work.

Tape stops
There is a switch on the right-hand side of the machine labelled 'VOX'. Set this switch to the 'OFF' position and you should be good to go.
'VOX' is voice-activated recording. It's designed to record only when someone is talking, and to pause when nothing is being said. In theory it's a great feature, but it never really works as good as you'd like. It'll usually miss the first few words you say, or it'll cut in & out while you're talking.
You can also set the 'VOX' sensitivity by adjusting the 'Tone/VOX' slider on the front of the machine.

What is the cue/f play/erase button on the top
When in RECORD, pressing the 'Cue' button will put a tone on the tape. This is used on the transcriber's machine to identify different jobs and such.
When in PLAY, pressing the 'F Play' button will change the playback speed to 1.5.
If you hold the 'ERASE' button and hold the portable in REWIND, it'll erase the tape while it's rewinding.
