I ran into the same problem and found the line to the tank was clogged, take your line loose and see if your fuel flows freely if not blow some air from a compressor back up the line and into the tank. Hope this helpls

It is possible to have the solenoid go bad but not while the tractor is running as it is only used to engage the starter. It sounds like the wires to the starter is shorted out. I would run a hot wire to the solenoid from the battery to the solenoid and see if it will start. Just be sure everything is grounded. If the ground cable on the battery is ok you should not have a problem with running a hot wire to the solenoid. Just touch the hot wire to the starter and then release it when the starter engages. Hope this helps.

check your ground to the starter, if thats ok try tapping on the outside of starter body while trying to start engine, the starter may have a dead short in it

If you're not having any electrical issues then Check the governor.

Sounds like a bad ignition condenser. Many nowadys aren't worth spit, and you may wind up going through a few until you find a good one.
