We had the same problem and my husband just figured it out. Push the seat all the way forward. You'll see a whole in the plastic on each side. push the string through the whole and wrap around bottom cutout for the strap.

federal regulations state that it should be listed on a sticker on the carseat itself.

get new retainers that lock onto the axle to stop the wheels from falling off they look like a washer with internal teeth that expand as you push them on but dig in when trying to pull off

examine what you need and go to a hardware store for nuts and bolts

I have the exact same swing with the exact same problem, sometimes it will come on and sometimes it does absolutely nothing. It has made me very angry because i took it apart and cleaned the internals up, when i put it back together, it worked fine until my baby wanted to swing the next day, and then it refused to work again. Now the pile of junk is sitting at the edge of my yard after i slung it out the door. My advice, Throw it in the trash where it belongs and go buy a different brand because Graco is TRASH.
